Security and data protection

The document in the package answers every requirement in the security and data ownership section of our own RFP template, using its numbering, so you can hold us to the document we published. Then it covers what that section does not ask. The short version:

  • Residents never create an account

    There is no resident password to steal, no credential to reset, and no resident login to attack. A booking is a name, an email address, and a confirmation number.

  • Card data never reaches us, or you

    Card details are entered into a form served by Stripe. They do not pass through ParksPilot servers, are not in our logs, and never touch a city workstation. We store Stripe’s identifiers, not card numbers.

  • Public money settles to the city

    Each city connects its own Stripe account and funds land directly in the city’s bank account. We never hold, pool, or take custody of public funds.

  • Separation between cities is architectural

    The city is resolved before any application code runs and travels with every database query automatically. It is not a filter a developer has to remember. Staff tokens are bound to the city that issued them.

  • Encrypted in transit and at rest

    HTTPS throughout with HTTP redirected, TLS 1.2 minimum at the CDN, and the database encrypted with AES-256. The application’s own connection to the database requires TLS, and the database accepts connections from the application only, never from the internet.

  • Passwords hashed with BCrypt at work factor 12

    Plaintext is never stored or logged. Staff sessions expire after eight hours. Deposit refunds are restricted to administrators and every one is recorded with the amount, the reason, the person, and the time.

  • Backups you can actually recover from

    Automated daily backups with seven-day retention and point-in-time recovery to any second in that window. Deletion protection is on, so the database cannot be dropped by one mistaken command.

  • And a written list of what we do not have

    No SOC 2, no ISO 27001, no third-party penetration test, no formal recovery time commitment. Section 11 of the document says so plainly, because a security claim you cannot check is worth nothing.

A month to a decision

Not a sales sequence. This is the order the work actually goes in, and the reason the package exists is that every step of it is normally spent waiting on a vendor to send something.

  1. This week

    See it and price it

    Open the demo city and complete a booking yourself. Read the key contract terms summary. Fill in section 1 and 2 of the budget worksheet with your own reservation count.

  2. Next week

    Confirm how you are allowed to buy

    Ask your clerk or finance director for the purchasing threshold. If quotes will do, send Section 4 of the requirements template to two or three vendors. If a solicitation is required, issue the template.

  3. Week three

    Let the attorney read the agreement

    Hand your attorney the sample services agreement from this package. The contract terms summary is for you; the agreement is the document counsel should read.

  4. Week four

    Take it to the decision

    Paste section 5 of the budget worksheet into your memo, attach the conformance report, and put the implementation plan in front of whoever asks how long it will take.

Nothing in this package is legal advice, and the summary of contract terms is a summary rather than the agreement. Compliance dates, purchasing thresholds, and records obligations vary, and your city attorney and clerk are the authorities on how they apply to you.
